Is a new volume ready to use?

A new volume is created empty, attached to the server you choose or left detached. Create a filesystem (mkfs) and mount it inside the server before use.

Am I charged for a detached volume?

Yes. A volume is billed from creation until it is deleted, whether it is attached or not.

What happens to attached volumes when I delete a server?

They are deleted together with the server and cannot be recovered. Detach a volume first if you want to keep it (if the server has backups, delete them before detaching).
